No one had to bow, except the servants of the king, located at the king&#039;s gate. At the gate judges, leaders and ministers were seating, and only they had to bow while performing their official duties.

The order was an oral hearsay published by Haman, without the king&#039;s seal.

Once Haman failed to enforce it, Mordecai knew the order is invalid.</description>

Mordecai did not bow, because Haman invented the order. 

1. Haman was seeking royal honorary.
2. Haman was changing the king&#039;s orders.
3. Mordecai knew all that was going in the king&#039;s chamber.
The story is proving the 3 elements in the second order to &quot;destroy, kill and perish.&quot;
